By-Laws of the School Health Advisory Council
Article I- Name
The name of this organization shall be Livingston Independent School District School Health Advisory Council (SHAC).
Article II – Mission, Responsibilities and Projects
Section 1: The mission of the Livingston Independent School District School Health Advisory Council is to serve as a liaison between the community and school district in ensuring that local community values are reflected in LISD’s health education programs.
Section 2: The School Health Advisory Council’s responsibilities include:
· Ensuring that local community values are reflected in LISD’s health education instruction
· Fielding health education concerns from the community and bring them to a SHAC meeting for discussion
· Providing leadership for health education concerns
· Serving at the appointment of the LISD Board of Education, submitting recommendations to the LISD Board of Education as needed.
Section 3: The School Health Advisory Council’s duties include recommending:
· The number of hours of instruction to be provided in health education
· Curriculum appropriate for specific grade levels designed to prevent obesity, cardiovascular disease, and Type 2 diabetes through coordination of:
a. Health education;
b. Physical education and physical activity
c. Parental involvement; and
d. Instruction to prevent substance abuse.
· Appropriate grade levels and methods of instruction for human sexuality instruction; and
· Strategies for integrating the curriculum with the following elements in a coordinated school health program for the district:
a. School health services
b. Counseling and guidance services
c. A safe and healthy school environment
d. School employee wellness
e. Nutrition services
f. Physical education
g. Family /community involvement; and
h. Health education
Article III –Philosophy of Health Education
The Livingston Independent School District Health Education program will provide guidance in the development of health and physical education programs which incorporate Coordinated School Health through the eight components of school health. The curriculum is aligned with district philosophy, as well as the state- mandated for abstinence education.
Article IV – Memberships
Section 1: The board of trustees shall appoint members to the local school health advisory council. A majority of the members must be persons who are parents of students enrolled in the district and who are not employed by the district.
Section 2: A member of the School Health Advisory Committee with two or more absences from meetings in a school year shall forfeit his/her position if requested to do so by a majority vote of the SHAC committee.
Article V – Officers
Section 1: The elected officers of the School Health Advisory Committee shall be Chairman, Vice-Chairman, Secretary, and LISD Administration Liaison. Terms of officers shall be from September to September. Term limits shall be two consecutive terms.
Section 2: The primary duties of the officers shall be as follows, but not limited to those described:
Chairman: to plan and preside at the meetings of the SHAC; to administer the business of the SHAC; and serve as a spokesperson for the SHAC
Vice-Chairman: to conduct meetings in the absence of the Chairman; assist in the planning of the meetings and serve as parliamentarian and shall succeed to chair.
Secretary: to maintain minutes of meetings; to present a report at Board meetings and SHAC meetings; provide a roster of membership each year; and to prepare and disseminate election ballots. Communicate minutes with LISD communications Dept. for publication.
Administrative Liaison: to serve as a liaison between the School Health Advisory Committee and the LISD administrative staff. The administrative liaison is appointed by the Superintendent or designee.
Section 4: In case of vacancy in the Office of the Chairman, the Vice-Chairman shall succeed to the chair. All other officer vacancies shall be filed for the unexpired term by the member to the SHAC.
Article VI – Nominations and Elections
Section 1: Nominations for Chairman, Vice-Chairman, ad Secretary shall be made by the SHAC as a whole with elections held in April.
Section 2: The secretary shall prepare a ballot that includes the name of the nominated officers. Officers shall be elected by a majority of the votes cast. Officers shall be announced at a SHAC meeting.
Article VII - Meetings
Section 1: Yearly schedule for meetings will be established in August by LISD. Meetings will be held at least four times a year.
Section 2: An open forum will begin each meeting. Individuals may present concerns to the SHAC during a five minute time limit. Personnel issues will not be discussed. At the conclusion of the open forum, the SHAC meeting will address the formal agenda.
Section 3: Quorum. A majority of the members appointed to the committee and present shall constitute a quorum.
Section 4: The time and place of such meetings shall be determined by the Chairman.
Article VIII - Committees
The chairman shall appoint such committees and their chairs as deemed necessary to conduct the business of the SHAC.
Article XI - Rules of Order
Section 1: The SHAC shall conduct its meetings according to Robert’s Rules of Order in all cases in which it is consistent with the by-laws of the LISD School Health Advisory Committee.
Section 2: The LISD School Health Advisory Committee may be dissolved by a change in Texas Legislation.
Article X – Amendments
The by- laws may be amended by a two-thirds in any regular meeting of the SHAC by a majority vote.
School Health Advisory Committee
Physical Activity for Students in Elementary and Middle School:
In accordance with policies at EHAB, EHAC, and FFA, the district will ensure that students in elementary school engage in at least 30 minutes of physical education per day or 135 minutes per week.
Students in middle or junior high school shall engage in 30 minutes of moderate or vigorous physical activity per day for at least four semesters or at least 225 minutes of moderate or vigorous physical activity with a two-week period for at least four semesters.
